not entirely remove our doubts. We should have felt that an agreement granting full rights to travel reside and carry on trade might well be interpreted, unless the point is made clear, as implicitly according a right of entry.

We are now considering the desirability of restricting our notion at the appropriate time to that contemplated by the South African Government and for our part to abandon all rights to

extraterritoriality on China by means of a simple exchange of notes.
